Council's manager of engineering and infrastructure, Rhett Pattison said following Community Conversations held by council in 2019, the Wingham community identified the CBD as an area in need of improvement.
A steering committee was established to develop a local community plan for the town and recently a workshop was held with local business representatives to help council prioritise and establish a CBD Beautification Masterplan, along with other Wingham projects and plans.
Council has engaged a landscape architect to help create a concept plan for the CBD which is available to view on the Have Your Say page on council's website and outlines a three year plan for the proposed works.
"We've consistently heard from the Wingham community that the CBD needs attention," Rhett said.
"This part of the execution of these plans is vital to establish an overall theme, look and feel for the CBD and we hope to get lots of community feedback to ensure the work accurately reflects the Wingham township."
Council is also working on a Central Park Masterplan that will be incorporated in 2021.
Wingham residents and the wider community can have their say on the Central Park Wall and streetscaping, the Bent and Farquhar Street intersection - choice of a 'Peanut' or 'Offset-T intersection', and what kind of footpath is preferred out of paving, concrete or a mix of the two.
During the process of planning for the overall CBD beautification works, McCullagh Lane and its carpark was identified as a priority, with work crews planning to begin revitalisation works in January.
The existing shade structure will be replaced by a new cantilevered shade structure, while some considerable roadway and drainage improvements to the carpark area and laneway, including new kerb and gutter, drainage pits and pipes and new road pavement and surfacing, are also planned.
"It's great that the first part of the CBD works will start at the beginning of the new year," Rhett said.
"We're also beginning the planning process for changing the layout of our water network in the CBD to allow for planting of mature trees down the centre of Isabella and Bent Street and around other parts of the CBD."
