LONDON: The Wallabies want to avoid being dragged into World Cup controversy and are adamant they have the back-row depth to cover the potential loss of vice-captain Michael Hooper.

Hooper will fight to clear his name at a World Rugby judiciary hearing on Tuesday morning (8pm AEDT) after he was cited for alleged foul play in the Wallabies' 33-13 win against England.

It's an offence that carries a penalty of between 2-10 weeks suspension, but eyebrows were raised when England duo Sam Burgess and Owen Farrell escaped punishment for their infringements.

Hooper could be rubbed out for the rest of the World Cup, but the Wallabies will hope he is available for at least the quarter final stages.

Wallabies captain Stephen Moore says the team will push ahead and plan for Hooper to be in the No. 7 jersey for the crucial clash against Wales this weekend.

Hooper and the Wallabies legal team are building their case and will front a hearing at a London law firm in a bid to avoid suspension.

He was cited two days after the Wallabies torpedoed England out of their home World Cup. The incident was just before half-time when Hooper charged into a ruck to clean out fullback Mike Brown.

The citing commissioner will mount a case that Hooper failed to use his arms or grasp Brown.

Burgess' hit Hooper with a high tackle in the second half and Farrell was sent to the sin bin for a late hit on Matt Giteau in the same passage of play.

World Rugby officials announced a crackdown on high tackles, but Hooper's incident was deemed more severe than Burgess and Farrell's tackle.

"I can't really comment on the incident and we haven't really thought of [Hooper] being suspended," Moore said.

"We're planning for him to play and we're hoping for the best possible outcome there. If that happens, we'll have to deal with it.

"It's the nature of playing in a number of games in quick succession, that's why picking your squad is so important.

"I know the when the selectors picked the squad, they would have gone through every scenario – injury, suspensions and guys coming in and out of the squad.

"These are the types of things you face and every team is going through it."

The two Wallabies options to replace Hooper are Ben McCalman or Sean McMahon being injected to the starting side to partner David Pocock.

Hooper is expected to enter a marathon hearing at 10am London time, which could disrupt the Wallabies' preparations for the last pool match.

Australia are guaranteed a place in the quarter finals, but beating Wales will ensure they finish at the top of Group A and avoid New Zealand and Ireland until the final.

The Waratahs flanker has formed a dynamic duo with David Pocock in a back-row combination that destroyed England last weekend.

"Not being disrespectful to Hooper, because he has obviously been fantastic, but if you look at the capabilities of the other squad members, they have got a wealth of experience there they can call on," said Wales forward coach Robin McBryde.

"So I don't think that will take too much away from their performance.

"Hooper is the one that tends to fly out, and Pocock is on his shoulder ready to pounce on the ball when it's available."

Wallabies scrum coach Mario Ledesma was confident Hooper would be cleared of any wrongdoing.

"They're taking care of all that and we're really confident we'll have a good outcome," Ledesma said.

"[If he is suspended] somebody will step up, no worries. [The back row] is one of the positions we can cover."
